The "Kallas Maneuver" Threatens Fair Elections in Collin County

Collin County Republicans deserve candidates who follow the law — not ones who bend it.
Stephen T. Kallas, the current First Vice-Chair of the Collin County Republican Party, is running for Justice of the Peace, Precinct 4, in the 2026 Republican Primary. The problem? Evidence shows he does not live in Precinct 4.
Instead, Kallas, his wife, and their dog actually live at 2921 Meadow Glen Drive, McKinney, TX 75072 — which is in Justice of the Peace Precinct 1.
To appear eligible, Kallas changed his voter registration (and reportedly his driver’s license) to 8900 Tanglewood Drive, McKinney, TX 75072 — an address in Precinct 4 that belongs to Eric Purdin (Kallas' brother-in-law).
This tactic — now being called the “Kallas Maneuver” — is simple: update official paperwork to claim a new address while continuing to live somewhere else. It is deceptive, unethical, and exactly the kind of gamesmanship Republicans rightly criticize when Democrats do it. We cannot tolerate it in our own party.
A lawsuit filed by Judge Vincent J. Venegoni seeks to enforce Texas Election Code residency requirements and remove Kallas from the Precinct 4 ballot if he fails to meet them. Important clarification: the suit is against County Chair Byron Henry only in his official capacity — not personally — and seeks no money or legal fees, only compliance with the law.
The evidence attached to the lawsuit is compelling:
- A licensed private investigator confirmed Kallas is the current tenant at the Meadow Glen Drive address in Precinct 1.
- Property management companies verified his tenancy.
- His vehicle was observed parked there.
If this is allowed to stand, the damage goes beyond one race. If Kallas somehow wins the primary and general election, Democrats will almost certainly challenge his residency and could remove him after the fact, handing the seat to them.
And if the “Kallas Maneuver” is suddenly considered legal or acceptable, what stops thousands of Republicans from renting a room in a targeted district, updating their voter registration and driver’s license, and flipping close races? We would all cry foul — and rightly so — if the other side tried it. Holding ourselves to a lower standard is hypocritical and erodes trust in our own elections.
Conservatives believe in election integrity. That means demanding it from everyone, especially our own candidates. No shortcuts. No games. No “maneuvers.”
Collin County Republicans: we must do better.
